The MiCA review launched on 20 May 2026 has had its deadline pushed from 31 August to 30 September. The targeted consultation covers the crypto-asset versus MiFID boundary, the regime for asset-referenced and e-money tokens, the CASP framework, and areas outside MiCA such as DeFi, staking and tokenised deposits.

European Parliament, ECON | Draft reports on the Market Integration and Supervision Package
ECON rapporteurs
On 11 June 2026 the three ECON rapporteurs published their draft reports on the MISP, central to the Savings and Investments Union and amending over fifteen regulations including MiCA and the DLT Pilot Regime. Proposals include direct ESMA supervision of significant CASPs, reframing the DLT Pilot Regime as a permanent regime with raised caps, and extending ESMA supervision to all CCPs and CSDs.

The Council gave final approval to the regulation simplifying the AI Act. High-risk rules are delayed to 2 December 2027 for stand-alone systems and 2 August 2028 for embedded ones, and financial institutions are among the cases where national authorities keep supervision of general-purpose AI systems. The content-marking grace period is cut to three months, due 2 December 2026, and publication in the Official Journal follows shortly.

On 23 June 2026 the ECON Committee adopted its position on the digital euro regulation, agreeing a digital form of central bank money to complement cash, online and offline payments with cash-like privacy offline, holding limits still to be calibrated, and a distribution model in which the ECB provides the infrastructure while supervised banks and payment service providers offer wallets and services. The file now moves toward trilogue.

European Banking Authority | Methodology for setting fines under MiCA

On 26 June 2026 the EBA opened a consultation on its draft methodology for setting fines on issuers of significant asset-referenced and e-money tokens that it supervises under MiCA. Maximum fines reach up to 12.5 per cent of annual turnover for significant ART issuers and 10 per cent for significant EMT issuers. A virtual public hearing takes place on 16 July 2026.

Council and Parliament | Omnibus IV agreement on digitalisation and small mid-caps
Provisional agreement, 9 June 2026
Co-legislators agreed the Omnibus IV package, advancing a digital by default principle that digitalises the EU declaration of conformity and allows digital instructions for use across twenty product-legislation acts. It also creates a small mid-cap category, raising thresholds to firms with under 1000 employees, extending SME support measures to them. Council and Parliament endorsement is still needed before formal adoption.

Council of the EU | European Business Wallets position adopted
General approach, 9 June 2026
The Council adopted its general approach on European Business Wallets, a tool building on eIDAS2 for cross-border identity verification, trusted document exchange, electronic signing and delegation of legal authority. The position stresses interoperability with national systems and legal equivalence subject to national procedure. Talks with Parliament may begin once it adopts its position, with agreement targeted for end-2026.
