New Coulter Grove Park Open House and Survey |

As previously announced, Southern Crossing is getting a new neighborhood park! Coulter Grove Park will be located at 20185 Reed Lane. This 3.17-acre site will provide a new neighborhood park for surrounding residents. Park features may include open lawn, picnic and gathering space, play area, trails and pathways.
Bend Park & Recreation District is conducting the next round of public outreach, giving you an opportunity to see and give feedback on three initial conceptual designs. Sunday April 12: On-site open house on the park property (20185 Reed Lane) from 11am - 1pm. The open house will be weather dependent. April 3 - 17: Visit the project Story Map for information, then take the online survey.
Feedback from this round of outreach will be used to generate the preferred concept design for the park, which is what will be developed for construction. This design will be shared with the community this summer. For additional information or to sign up for email updates, please visit the project website.

Healthy Trees, Healthy Bend! |

Bend’s new Urban Forestry program is embarking on an ambitious project to create the most comprehensive inventory of the City’s trees… and you can be part of it.
What is the Bend Tree Project? A volunteer-based community effort to count trees along city streets, in the right-of-way or on other city property, led by Bend Urban Forester Ian Gray. A vital tool for better managing Bend’s urban forest. To keep our trees healthy, we need to know their location, size and condition. These factors will also help us understand where new trees can be planted. Anyone can be a volunteer scientist - no special skills required & training provided.

Hearing on Sunny Breeze Subdivision |

On April 1, 2026, the City of Bend approved the application for the 42-lot single home subdivision located at 61521 Sunny Breeze Way. However, on April 8 the developer appealed the decision to a Hearing Officer because of conditions for approval required by the City. A public hearing for the appeal will take place at the Wednesday May 6 at 11am in City Council Chambers (710 NW Wall St.). You may attend the hearing in person or virtually. Instructions will be will be available next week, and will be posted on the SCNA website. In addition, public comments may be submitted now during a new comment period, and at the hearing.
IMPORTANT - One of the conditions the developer is appealing is the City’s requirement to create a second fire apparatus access road as outlined below:
Condition of Approval: Prior to final plat approval, a second fire apparatus access road must be provided to/from the site, providing secondary fire access to the 42 lots created by this subdivision. The access road must meet the requirements of the Fire Code, including a minimum width of 20 feet and with an approved driving surface capable of supporting the imposed load of fire apparatus, and may be gated for emergency egress or access use only. The access road must be located a minimum of one-half the diagonal dimension apart from Sunny Breeze Lane. (2025 OFC Sections D102.1 and D107) and must not direct traffic through the fire access road through the existing Sunny Breeze Lane or the McClellan Road and Woodriver Drive intersection.

Neighborhood Street Safety Program Updates |

The City of Bend’s Neighborhood Street Safety Program (NSSP) has plans for SCNA in both 2026 and 2027. The three projects are part of what the City deems a “low-stress” network of paths and streets for pedestrians and cyclists. In this case, the effort is aimed at moving walkers and bikers off of the high-traffic corridor of Bond St. and Brookswood Blvd. |

The City hosted an Open House at Blakely Park on March 24th to discuss the two 2026 projects in SCNA.
1. Traffic Calming near the Chamberlain & Silver Lake intersection. (In the below image, North is to the right.) Several residents along Silver Lake Blvd. who attended the Open House expressed concerns about this design. Some concerns were: Removal of several parking spaces near low income housing that lack driveways. A very bulbous curve and narrowing of the street for southbound drivers making a sharp right onto Chamberlain Street. Vehicles with trailers will find it difficult to stay within the right lane and possibly risk hitting Chamberlain Street traffic. Locating a Silver Lake crosswalk just south of the intersection where drivers turning right off Chamberlain Street might be looking north.
The City’s Engineer seemed unwilling to consider any changes, citing design standards that are used elsewhere in the City but not allowed here. |

2. Road crossing of Reed Market Road at Chamberlain, repaving Chamberlain south of Reed Market and removing the barrier. (Download the plan here.) This project was first planned in 2025. In a July City Council meeting, SCNA requested that the plan not be built. Subsequently, SCNA has offered an alternative plan that proposes a safer street crossing and a center turn lane. (You can see that design our Traffic webpage.) Though City Council asked the City Engineers to reconsider with input from residents, the design has not changed.
These two projects will come up for a funding vote at a City Council meeting, likely in early June. When SCNA knows an exact date, you will be informed.

The City’s 2027 plans include a Bike Facility project along Silver Lake Boulevard and Blakely Road that runs from just south of the Chamberlain & Silver Lake intersection to the Powers Road intersection. If you would like to know more, the City has a Design Open House for this project, and NSSP projects in other neighborhoods, on April 23 from 4:30-6:30pm at the VFW Event Room, 1503 NE 4th Street.

Automated Traffic Enforcement Coming to Bend |
|
The City of Bend is starting a program of automatic traffic enforcement on April 15th with two spots on 3rd street just outside of SCNA’s boundary. Locations are: SE Reed Market Road & 3rd Street (westbound) SE Powers Road & 3rd Street (northbound) NE Neff Road & 27th Street (southbound & westbound)
Traffic tickets can run from $165 to $440, since you can be fined for both running the red light AND speeding. So drive the speed limit or slower and slow down for the yellow lights to stop on time for the red, and come to a complete stop before making a right turn on red.
