Deep flaws noted as Federal Impact Assessment for NWMO's Deep Geological Repository Project begins

A federal review of one of the largest projects in Canadian history commenced on January 5th, and the public has just 30 days to complete an initial review. The comment period on the Nuclear Waste Management Organization’s description of their project was announced on the federal Impact Assessment Agency’s website on Monday afternoon, launching the 30-day public comment period which will close on February 4th.

The Nuclear Waste Management Organization’s plan to transport, process and bury all of Canada’s nuclear fuel waste at a site between Ignace and Dryden in northwestern Ontario will include 50 years of transporting highly radioactive waste and 160 years of operation, and will leave in place 150,000 tonnes of the radioactive waste underground in the headwaters of the Wabigoon and Turtle-Rainy River watersheds.

The 1,233-page document and a 92-page summary are available on the Impact Assessment Agency of Canada’s website.

We the Nuclear Free North (WTNFN) has noted fundamental flaws in the Nuclear Waste Management Organization’s (NWMO’s) Initial Project Description for its planned deep geological repository for all of Canada’s nuclear fuel waste.

A key concern is that the NWMO has omitted the long-distance transportation of the waste from its project description, despite the Impact Assessment Act’s requirement that activities integral to a project be included in its assessment. 


We the Nuclear Free North encourages groups and individuals to view the Initial Project Description or its summary and provide comments to the Impact Assessment Agency of Canada by February 4th. The alliance will be releasing more analysis in the coming weeks, and will hold a public webinar on January 12th to support public participation.

The Impact Assessment Agency web page about  the NWMO DGR project  review includes key documents and notices  related  to the review,  as  well  as posting of public comments. The current comment period is on the Initial project description, and there  are two versions: the summary document is 92 pages long,  and the full  document including the Initial Project  Description is 1,322 pages BUT only the first 262 pages of that  document is the detailed (well, more detailed than the summary) version of the Initial Project Description. There is  also a 10 page  summary at the beginning of the full IPD.

  Commenting on the Initial Project Description

It's important that the Impact Assessment Agency (IAAC, or "the Agency") hear from you.

 

During this comment period it will be helpful if  comments on the Initial Project Description provide your view on whether enough information was provided. But you are also within your rights to simply express your view on the project. It will also be helpful to comment on  information that you think is incorrect,  or statements that the NWMO did not provide information in support of.


One approach to your review is to ask whether the Initial Project Description includes all the topics you think are important. For example, in your review  you can simply comment on whether in what you read (in the 10 page summary,  92 page summary or the full IPD!) NWMO provided the necessary information to describe their project and its potential impacts. 


For example, your review might comment on whether the Initial Project Description adequately describes transportation and related risks and impacts [spoiler  alert: it does not! The NWMO has specifically excluded transportation from their project  description,  as  part of their effort to have transportation excluded from the  impact assessment process!).  How about seismic risk? Downstream effects? Health impacts? Releases of radionuclides to the local airshed from the Used Fuel Packaging Plant? Releases of contaminated air and water pumped up from the underground repository to the surface? Contingency plans including retrieval of the waste after it has been placed underground? Short and long-term monitoring? Final closure, decommissioning and long-term safety?
