Capital Markets Integration Consultation
The European Commission has launched a targeted consultation on capital markets integration as part of its new Savings and Investments Union (SIU) strategy, a key step in enhancing how the EU channels savings into productive investments.
This initiative presents a rare opportunity for stakeholders to shape policies that will directly impact digital finance and fintech, from digital payments to lending and beyond.
EDFA is currently working with its network to prepare a coordinated response and ensure that the voice of the digital finance ecosystem is well-represented.

FIDA, PSD3 & PSR Legislative Updates
The Financial Data Access (FIDA) regulation has entered the trilogue phase. The first meeting took place on 1 April 2025, where the Commission agreed to present a non-paper within four weeks in response to stakeholder concerns about overregulation. Further negotiations have been temporarily suspended until the co-legislators have reviewed the proposed simplifications.
The PSD3 and PSR legislative package is also advancing. The European Parliament has already adopted its position through a plenary vote. The Council of the EU is still finalising its position. On 4 April 2025, the Council's Working Party on Financial Services and Banking Union met to examine the texts at a technical level. This will inform the Council’s general approach before trilogue negotiations begin.
ECSP-R Working Group Update
The ECSP-R Working Group has finalised the draft of its position paper, which will be shared with members ahead of the upcoming EDFA Supervisory Board meeting.
The paper outlines a vision for achieving a €10-trillion crowdfunding industry, provides an evaluation of the ECSP-R framework in line with Article 45, and includes a country-by-country analysis of implementation. Contributions were received from Belgium, Bulgaria, Estonia, France, Finland, Germany, Hungary, Italy, Latvia, Lithuania, Malta, Poland, Spain, and Sweden.
