#GFN24: Balancing risk and reward

A focus of this year’s Global Forum On Nicotine is the crossroads between sensible economic and risk-proportionate public health policy, and the challenges facing regulators and practitioners in assessing appropriate response to risk. Exploring this theme are two sessions examining the real-world function of tobacco harm reduction and the power the precautionary principle plays in the regulatory responses to safer products.

Garrett McGovern’s #GFN24 keynote ‘Over/misinterpretation of the precautionary principle in relation to safer nicotine’ will take a closer look at harm reduction's balancing act of risk and reward - who should ultimately decide the limits of risk? A longstanding medical practitioner in the field of substance use, Dr McGovern is currently Medical Director of the Priority Medical Clinic, and he was appointed Clinical Lead for the HSE Addiction Services in Louth Meath & The Midlands in 2022. Dr McGovern’s keynote will be hosted by GFN23 keynote speaker Sarah Cooney, with veteran drugs harm reduction researcher and advocate Alex Wodak offering the response.

#GFN24 panel discussion ‘Legislation and regulation - health and economic consequences’, hosted by Clive Bates, the former director of Action on Smoking and Health and a leading THR commentator, will look at the challenges involved in creating risk-proportionate regulation appropriate for safer nicotine products. In particular this panel will ask, what are the health and economic impacts of tobacco control measures, and what role should proportionate regulation and risk management of safer products play? This panel will feature experts from a broad range of professional backgrounds, including David Sweanor, Stefanie Miller, Konstantinos Farsalinos and Joe Thompson, who will offer their unique perspectives on this central topic of harm reduction.
